SENATE APPROVES BILL TO PROTECT DOMESTIC VIOLENCE VICTIMS

Domestic violence victims in Michigan could be alerted by a beeper if their abuser gets nearby under legislation now on its way to the governor for consideration.

The Michigan Senate today approved House Bill 4453, introduced by Rep. Bill Caul, which gives Michigan courts the framework to require domestic violence suspects to wear a GPS device that will automatically send an alarm to the victim if the abuser is nearby. The bill has been unanimously approved both by the state House and Senate.

"It's gratifying to see lawmakers working together on an issue that is so important to domestic violence victims across Michigan," said Caul, who introduced the bill after the death of Mary Lynn Babb in Mount Pleasant. "I am especially thankful for the committee testimony of Mary's relatives. Their courageous testimony helped lawmakers understand the need for this important legislation."

The 2007 death of Mary Babb and the arrest of her estranged husband on murder charges prompted Caul to request the legislation. Thomas Daniel Babb of Gaylord had been charged with several felony assault charges against his wife and was awaiting trial on those charges when Mary Lynn Babb was killed.

"We can use 21st century technology to better protect domestic violence victims throughout Michigan," said Caul, a Mount Pleasant lawmaker. "With today's satellite technology, victims will be immediately alerted when their abuser gets close by."

The governor will now consider whether to sign HB 4453 into law.
