HOUSE APPROVES HORN BILL TO PROTECT RESIDENTS FROM ELECTRICITY SHUTOFFS

The Michigan House today unanimously approved legislation by Rep. Ken Horn that protects Michigan residents from potentially deadly utility shutoffs during the cold winter months.

House Bill 4649, introduced by Horn, is part of a multi-bill bipartisan package that bans utility shutoffs during the winter and creates safeguards to ensure residents are aware of a potential shutoff before it occurs.

"As Michigan's population continues to age, safeguards must be in place to protect our most vulnerable residents when it turns bitterly cold," said Horn, R-Frankenmuth. "Banning utility shutoffs during the winter months will keep homes safe for residents who may be unable, for whatever reason, to pay their heating bills."

This January, a 93-year-old Bay City resident was found frozen to death in his home after a local utility company restricted his use of electricity because he had not paid bills.

The bipartisan legislative plan:

- Bans winter shutoffs for all utilities from Dec. 1 to March 31;
- Requires utilities to give customers at least 15 days notice before shutoff, either in person or by certified mail; and
- Prevents providers from using electricity limiters until the Michigan Public Service Commission establishes uniform standards governing their usage.

The plan now goes to the Senate for consideration.
